The hardest part about making one from scratch may be drilling a hole in the end if there is a pivot post inside the lock. A lot of those old furniture keys had no notches -- just a flat paddle that just needs to be sized so that it not too long or or too short. If you can figure out an approximate size, you may be able to simply file a generic key down enough to work. Video below shows how one guy sized a generic key to fit a lock. He spends several minutes in the video cutting and you can skip way ahead to bypass those sections.
