If there was a club of some sort, members could be given one or two doors in a cabinet like you posted the pic of. They would be responsible for their own combos. However they should be recorded somewhere, in case the member suddenly croaked, or just left without word, so the space could be re-keyed/changed, and given to someone else.

Space could be used to store keys, or stuff to use or access whatever the club was about.
