We had piles like that all over the city....mine killed my grass in the "parking". It took me three years to get it back and looking good....
The city hired these trucks with boom arms and claws to pick up all that debris. We all got four pick ups over 10 months.
Of course there were idiots putting it out there after the 10 months.....they actually got fined.
