The floor concrete issue with the base was my only question at this point. I think I have figured that out with leveling feet - just ordered some that I hope will work.
Try to find some cheap vinyl floor tiles and put them underneath.
For our barn and shop concrete floors, I have brushed Thompson's Waterseal on the concrete and it stopped any moisture coming up. It can also be sprayed on.
