Time below posts

What’s the difference between the time below post on the front page?

They seem to mean different things. It seems like for the active forum the time represent the last post.
Whereas for the latest blog, it’s the original time posted?

Example:

For the Latest blogs:

Latest entry:

For the Active Forum Topics:

Latest entry:

The latest entry time kind of help in determining new post without following the topic/blog.
