I think the idea is great, but only if you can reach it. Did you ever consider turning it on it's side and hanging it on the wall, or make a lazy Susan type base.
The problem is more with the imbalance of the contents than with the location. If it could be balanced better, it could work well in any of those locations. Our workshop walls are concrete which doesn't make for easy mounting and I won't give up my bench space.
