I have decided that this stone carving riffler is for carving eyes. The two ends combined, one effectively cuts the upper eyelid shape and the other end is proportionally perfect for cutting the eyeball inside that eye shape.

technically it’s “just a scraping tool” and I imagine it can be used for anything.
